He lied, stole, and didn’t play by the rules.
In my experience this means that he got the job by misrepresenting his experience, perhaps claiming to have a qualification that he didn’t have, or to have more experience than he had, or covering up something that would seem to be a disadvantage. It’s a strong statement, so the misrepresentation would be significant!
