What fixer-uppers does mean?

A “fixer-upper” is a house that you buy that is in need of repairs. It needs to be repaired = It needs to be “fixed up.” Some people will buy a less valuable house that is in need of repairs, then “fix it up,” and then rent or sell it (or try to sell it) at a profit. They put a lot of work into the house to try to get more money out of the house, either by renting the house or by selling the house at a much higher price than they bought it for.

This term can also be applied figuratively to a person. Someone you have to put a lot of work into to get them to become a stable and reliable person – to get them to be worth something – is a “fixer-upper.” Dr Laura is saying this guy is young and irresponsible and that Katherine shouldn’t waste her time and energy on a fixer-upper. She should find someone who is already stable and responsible. Like Dr. Laura said, she should look for someone who already shows strength and character. Katherine should go on the market to find a better house, so to speak.
