I don't know the word junky what it means " If my room is junky my mind is junky"
and the second question is what it means "to be over" in the next sentence: " I like when other people pay me the same respect and have their places clean when I'm over."
Personally, I wouldn't use "junky" in this context. But in this case it sort of means "sucio".. or that "hay cosas tiradas por todas partes" or "desordenado".. if that makes sense :)

junk = basura, en ciertos contextos

"When I'm over" --> "Cuando estoy en su casa" (o la casa de otra persona, depende del contexto)
