No. It only means I “would like to” eat fish. 想 followed by a verb means “would like to…”. If you want to say “miss” with a verb object, you should say 想念, which can be used with both nouns or verbs and mean “miss”.

想 also has another meaning; “to think”. 我想你说得对, I “think” you’re right.

therefore, 我想你 means I miss you, not I “want” you.
However, I think it’s very interesting if you ponder… what is “to want something”?
If you want something, you crave for something… It is a desire.
Say you really want a new iPhone, you want it badly, I supposed you “think” about it all the time, right? In English, "long, and “want” have similar connection as well.

long (for): have a strong wish or desire
want: have a desire to possess or do (something)

Back to your question. Although 我想吃鱼 simply means “want”, I would say it implies similar meaning like “miss, longing for…” without saying literally.

I’m neither a native speaker, nor an expert, but my impression would be that 想 corresponds to the English “would like” which is a softer, often less abrupt way to express “want” 要. That is the way I learned it and my feeling anyway.
