Hockey rink walls may be padded but not quilted.
Bed spreads are quilted, usually with some padding material like cotton in them to give comfortable thickness.

In “padded cotton quilted jacket”, cotton is used for padding to give it thickness and warmth. The cotton and the outer layer fabric are quilted to hold them together and give good appearance.
