The Lärmschutzgesetze are laws that rules how loud (or quiet) you should/can be.
For special events now exceptions are possible. This is ruled in the new “Sonderregelung für seltene Ereignisse”.

Today the game Brazil versus Germany starts at 10PM German time. Neighbours would have been able to complain if the public viewing is too loud. But with the new rules they cannot complain.
