I have tried several times to upgrade my account to basic plan with my credit card or with paypal but it didn´t work. I tried the recurring payment and the 6 month payment, neither worked. My PayPal account is verefied and my Credit Card is valid.
Could someone help me. Thanks

Which error are you receiving when trying to upgrade? The one-time payment (http://www.lingq.com/accounts/choose-products/) should go through in any case unless there is a problem with your card, but the error message displayed should help to better explain why it isn't working.
