What is the difference when using ihåg vs minns.
For example: Can i say “I ihåg inte” as well as i can say “I minns inte”.
If there is a difference, when to use ihåg and when minns.

I’m not Swedish; I’m only sharing what I have learned.
It’s not just “ihåg”, but it’s “kommer ihåg”. I think of it as more like “recall” instead of “remember”, but I still don’t see a big difference yet.
Also in English I can’t explain right now when I use “I don’t recall” and when I use “I don’t remember”. 
You can say “Jag kommer inte ihåg” or “Jag minns inte”.
“Komma ihåg” is synonymous to “minnas”.
kom ihåg att ta ut soporna
kom du ihåg hans födelsedag
kommer du ihåg att släcka ljuset
jag kom inte ihåg att ta ut soporna
du kom inte ihåg att dra ut sladden
de kommer aldrig att komma ihåg det, ifall du inte påminner dem om det
minns du förra sommaren
nej jag minns inte
jag minns alltid fel
ingen minns vad som hände
den här dagen kommer vi alltid att minnas
