I guess it is the name of a restaurant.
Wirt = innkeeper, host etc.

Yes, Vera is right. This man was at first in the ‘Löwe’ reataurant (bei dem Löwenwirt) and then in the ‘Bär’ restaurant (bei dem Bärenwirt) in order not to pay for dinner.
