I’m not sure about the meaning of this part of the sentence:
“… aún en la propia provincia de Quebec.”
The whole sentence is as follows ( Sus actitudes conservadoras hacia la educación y la sociedad moderna los habián puesto en desventaja para competir con los canadienses de habla inglesa, aún en la propia porvincia de Quebec.)
I thought that the meaning of this part is something like: “… although in the own province of Quebec.” But I’m not sure.

I think it is “even in the (very) province of Quebec itself”. You could leave the “very” out.
