I saw this phrase and I wondered what it means.
I know what the words mean seperately, but I can’t make a good phrase.

It means: Maybe or I`m agreed with you in general.
Literally : I could say so.
The word “и” changes the meaning of the phrase a little bit.
Compare:
Можно сказать так = It is possible to say it such a way
Можно сказать и так = There is another way to say it

It isn’t use only by two words: “и так” - it’s nonsense.
But it can be as a part of the longer coollocations: и так далее; можно думать и так; так или иначе.
Mostly we use ‘так’ without ‘и’ in the meaning ‘so’.
Я читал эту книгу. Я читал и ту книгу тоже.
И вчерашний концерт мне понравился.
И на выходных приходится отвечать на телефонные звонки.
Буду отдыхать и завтра, и на Новый год, и потом ещё несколько дней.
Мы были и в Германии, и в Польше, и в Швеции.
As you can see, the meaning of the word “и” is very close to the English word “and”. But in Russian it is used widely and may also emphasis repetition or sameness.

Translation of this phrase depends on context. Next time give more text within a sentence you’re interested in.
It would be much more effective if it’s you who provide another initial phrase and then we together will convert it into the target phrase!
The reason is, for Russians it’s seemingly very easy to translate this type of sentences into English! =)))

In other words, you can NEVER translate it as a conventional ‘and’ in these type of sentences! It only works for those who restrict themselves to just a trivial word-for-word translation!
